On 23 March the government published a command paper  “Tax Policies and Consultations (Spring 2021) to set out a range of announcements including consultations, discussion documents and calls for evidence. 

The main ones that seem to be related to payroll are:

  • Raising Standards In The Tax Advice Market
    • This is a consultation seeking views on the definition of tax advice and making professional indemnity insurance compulsory for all tax advisors. 
  • Tax Administration Framework
    • This is a call for evidence to explore how to make tax harder to get wrong, more straightforward, improve people’s experience of the tax system and how to build and maintain trust between HMRC and tax payers.
